During its 41st session, the UN Human Rights Council adopted HRC Resolution A/HRC/41/L.6,  on the "Elimination of all Forms of discrimination against women and girls." Part of the resolution called for States, the United Nations and other international institutions to promote a balanced gender representation in the composition of international bodies at all levels. Specifically, it encourages States to develop guidelines and procedures at the national level to regard gender balance throughout nomination and election of candidates; asks international bodies to strengthen efforts to announce available vacancies, and monitor and report progress on achieving gender balance; and requests the Human Rights Council Advisory Committee to prepare a report on the current levels of representation of women human rights organs and mechanisms, and include recommendations on good practices to ensure gender parity.

GQUAL was at the 41st session of the Human Rights Council

On June 27,  GQUAL participated on a panel titled How to achieve gender parity in international bodies? during the 41st session of the Human Rights Council. The event counted with the participation of Baroness Helena Kennedy and Verónica Hinestroza from IBAHRI, Verónica Birga from the OHCR, Diego Ruiz Gayol from the Permanent Mission of México, and GQUAL’ own Professor Claudia Martin.

There is something different about this picture

After the Inter-American Commission on Human Rights held its elections at the OAS General Assembly this past June, four female and three male commissioners made for a pretty GQUAL picture, reflecting the hard work put in by members of civil society to ensure gender balance. 


On July 3, GQUAL Team members Maria Noel Leoni and Claudia Martín presented the campaign before members of the United Nations Committee on the Elimination of Discrimination against Women (CEDAW). The discussion offered new perspectives on how to ensure parity across international bodies through the application of Article 8 of the Convention for the Elimination of All Forms of Discrimination against Women, which requires state parties to the treaty to “take all appropriate measures to ensure to women, on equal terms with men and without any discrimination, the opportunity to represent their governments at the international level and to participate in the work of international organizations.” 

GQUAL stood up against bullying in the legal profession

On August 26, a seminar on “Bullying and Sexual Assault in the Legal Professions” was conducted in Buenos Aires. The seminar was developed by our colleagues at the International Bar Association’s Human Rights Institute, along with a report analyzing the data produced by a survey about the prevalence, nature, and impact of bullying and sexual assault in the legal profession. 


Members of the GQUAL Team were at the 42nd Session of the Human Rights Council (HRC)  discussing gender-responsive initiatives to accelerate gender equality across the mechanisms of the HRC.


At the recent annual #HRC Gender Integration panel, members of the Inter-Parliamentary UnionWomen@thetable, the UN Human Rights Council Advisory Committee and the Gqual Campaign, proposed 10 ways to achieve gender equality at the United Nations, including the Human Rights Council and treaty bodies.

GQUAL at the World Forum in The Hague

As part of the 18th session of the Assembly of States Parties in The Hague in November, we participated on a panel to discuss possible recommendations to State parties on the nomination and selection processes of judges at the International Criminal Court. Among some of the concrete recommendations were: 1. Developing clear & fair national process; 2. The creation of an independent body to oversee selection; 3. Barring government officials from holding a position; 4. Ensuring elections are merit-based; 5. Ensuring review by advisory committee.

Researching The Picture!

New research from the Center for Human Rights (CDH) of the Buenos Aires University School of Law (UBA). The CDH has been working with GQUAL since 2017 in different investigations. On this occasion, the CDH published a follow up report to the one published in 2018: “The unequal participation of women in international organizations. Are States accountable?”

SUBMISSIONS DUE: Stakeholders are invited to submit inputs for the report of the Advisory Committee on current levels of representation of women in human rights organs and mechanisms

On July 11, 2019, the Human Rights Council adopted Resolution A/HRC/41/L.6 on the “Elimination of all forms of discrimination against women and girls.” The Resolution instructs the HRC Advisory Committee to draft a report, in consultation with CEDAW and the Working Group, and include the input of States and other relevant stakeholders, to systematize good practices and recommendations for increasing gender representation in international bodies. The call for inputs and views was released on September 12, 2019 and the deadline to submit is January 12, 2020.
